Jammu & Kashmir NEET PG Counselling 2026: Official Process, Seat Matrix, Management & NRI Quota

Jammu and Kashmir NEET PG Counselling 2026 is the centralized, merit-based admission process for postgraduate medical degree and diploma courses (MD, MS, and PG Diploma) across government and private medical institutions in the Union Territory of Jammu & Kashmir, strictly organized and administered online by the J&K Board of Professional Entrance Examinations (JKBOPEE).

Following the integration of J&K into the national medical framework, 50% of seats in government medical colleges are contributed to the All India Quota (AIQ) managed centrally by MCC, while the remaining 50% of government seats and 100% of private college seats are managed by JKBOPEE.

1. Government / UT State Quota (50% Seats in Govt & Dedicated Share in Private)

  • Comprises 50% of the total postgraduate MD, MS, and Diploma seats in Government Medical Colleges (GMC Jammu, GMC Srinagar, SKIMS Soura Srinagar). At the sole private college, ASCOMS Jammu, 24 seats are reserved under the subsidized Government Quota.
  • Strictly reserved for permanent Domiciliaries of the UT of Jammu & Kashmir or Ladakh; horizontal and vertical reservations apply for SC, ST, RBA, ALC/IB, EWS, and Pahari Speaking People (PSP).
  • Highly subsidized government fee scale; Government Quota seats at ASCOMS Jammu approx. Rs. 12,15,000 per annum.

2. Management Quota & Hindu Minority Quota (Private Medical College)

  • 18 Management Quota seats and dedicated Hindu Minority seats at ASCOMS Jammu.
  • Open to NEET PG qualified aspirants participating in JKBOPEE counselling; religious minority proof required for Hindu Minority reservation.
  • Regulated private tuition fee approx. Rs. 12,15,000 per annum for MD/MS clinical and para-clinical specializations.

3. NRI Quota (Private Medical College)

  • Exactly 5 dedicated NRI Quota seats at ASCOMS, Sidhra, Jammu. There are no NRI or Management Quota seats in J&K's government medical colleges.
  • Open to NRIs, OCIs, PIOs, foreign nationals, and Indian candidates sponsored by NRI first-degree blood relatives.
  • Premium international fee scale payable in USD or INR equivalent; NRI tuition approx. $26,317 USD per annum for MD/MS at ASCOMS Jammu.

Eligibility Criteria

  • Must have qualified NEET PG 2026 conducted by NBEMS with the mandatory minimum qualifying percentile (50th General/EWS, 40th SC/ST/OBC, 45th UR-PwD).
  • Must possess a recognized MBBS degree or provisional pass certificate from an NMC-recognized institution.
  • Must have completed or be scheduled to complete the mandatory 12-month compulsory rotatory internship by the official NMC cutoff date.
  • Must hold valid permanent or provisional registration issued by NMC, J&K Medical Council, or any recognized State Medical Council.
  • Government Quota: Must possess a valid Domicile Certificate of UT of Jammu & Kashmir or UT of Ladakh issued by the competent revenue authority; Ladakh candidates are eligible under the UT Ladakh pool.
  • NRI Quota: candidate or sponsor must hold documented NRI/OCI/PIO/Foreign National status; if sponsored, the sponsor must legally establish a first-degree blood relationship; a sworn affidavit on non-judicial stamp paper undertaking the entire USD fee, valid passport, overseas residence proof, and NRE/NRO bank statements are required.

  1. Portal Registration: Visit the JKBOPEE portal during the registration window; under the "NEET PG/MDS" section click "Apply Online" and create an account with your NEET PG Roll Number, Testing ID, All India Rank, Name, DOB, email, and mobile number.
  2. Payment of Application Fee: Pay the non-refundable state counselling registration fee of Rs. 2,000 online via Net Banking, Credit Card, or Debit Card and download the receipt.
  3. Form Filling & Quota Selection: Complete academic history, internship details, and domicile status; select UT Government Quota, Management Quota, Hindu Minority, or NRI Quota (Category C seats at ASCOMS Jammu).
  4. Uploading Scanned Documents: Upload photograph, signature, NEET PG scorecard, MBBS degree, internship certificate, registration certificate, UT Domicile Certificate, and NRI sponsorship affidavits.
  5. Merit List Generation: JKBOPEE verifies records and publishes the official J&K State Merit List.
  6. Online Choice Filling & Locking: Submit preferred colleges (GMC Jammu, GMC Srinagar, SKIMS, ASCOMS) and specialties in order of priority; lock before the deadline.
  7. Allotment & Physical Reporting: Download the provisional allotment letter, pay the institutional tuition fee, and report physically to the Principal/Dean of the allotted college with all originals for verification.
